And this explains, what would otherwise be inexplicable, the surprising fervour and facility with which men wholly incompetent appreciate the evidence for or against Natural Selection have adopted or "refuted" it. Elementary ignorance of Biology has not deterred them from pronouncing very confidently on this question, which involves all the principles of Biology; and biologists with grim scorn have asked whether men would attack an astronomical, physical, or chemical hypothesis with no better equipment. Why not? They feel themselves competent to decide the question from higher grounds. Profoundly convinced of the truth of their general conception of the world, they conclude every hypothesis to be true or false, according as it chimes with, or clashes against, that conception. Starting from this point, each party throws its whole energy into collecting (oftener snatching at rather than collecting) evidence and arguments, flavoured with ridicule and rhetoric, for or against the hypothesis. Only desirous of vindicating a foregone conclusion, they rarely attempt a meditative and dispassionate survey of the evidence.

後に公開された京都大学の出題意図(現在は削除)を確認すると、京都大学の意図としては"Why not?"を「反語」と捉えていたようです。すなわち、京都大学は代ゼミと同じく、”Why not?"が直前の生物学者の質問(修辞疑問文)に対応している(直前説)と解釈したようです。もちろん、前の文脈を受ける省略表現では、直前の内容に対応していると考えるのは自然であり、当記事でも吟味したように内容的にも「直前説」が全く成立しないとは言えません。
一方、"Elementary ignorance ...の節と生物学者の質問に関する節が ";"で繋がれて一文になっていることや、19世紀の文章であることを考えると、少し距離があるとはいえ、"Why not ?" が"Elementary ignorance of Biology has not deterred..."に対応するという解釈(「前半説」)が「不自然」とは言えないと考えます。したがって、文脈・意味の観点から議論せざるを得ません。
ここでは、「前半説」と「直前説」の根本的な違いについてまとめます。
○「前半説」(当ブログの解釈)

直前説(京大・代ゼミの解釈)の場合、"Why not?"の次の文の"the question"は一文目の"this question"ではなく、「一般的な仮説に関する問題」になります。”Why not?"が生物学者の疑問への反論であり、その根拠を"They feel themselves competent to decide the question from higher grounds."が提示しているとすれば"the question"は進化論を除く「(生物学以外の天文学などの)仮説に関する問題」となりそうです。しかし、文脈的な整合性を取るならば"the matter at hand"として、生物学も含む一般的な問題を指すことになると思います。英語的にこの解釈があり得ないとはいえませんが、個人的には"the question"は"this question (Natural Selection)"に対応すると考えるのが自然だと考えます。この場合自動的に"Why not?"は"Elementary ignorance ..."に対応し、前半説(当ブログの解釈)を採用することとなります。)。
次の段落では以下のように続きます。下線部(b)を含む段落の後半の「一元論と二元論の対立」という一般論を引き継いでいますが、両者の対立におけるダーウィンの仮説の意義に重点が置かれているように思われます。

直前説(京大・代ゼミの解釈)では、進化論の話題から始まるものの、生物学以外の分野に言及した「生物学者の疑問」への反論として、いきなり(生物学以外の、あるいは生物学に限らない)一般論が展開されることになります。前半説(私の解釈)では、「自然選択論が無知な人間に支持・批判される」理由を説明した上で、さらなる背景説明として一般論が展開されたと考えています。この文章が一貫して進化論に関するものであることから、私は「前半説」が正しいと考えています。
いずれにせよ、受験生がこの解答割れについて深く考えても得られるものは少ないため、京都大学の意図に沿って理解しても良いと思います。ただし、原文を書いたのはあくまでもG. H. Lewesですので、原文の意図は出題者の意図とは別に考察する必要があると思います。
